Phelan Committee on the Rules

Ahead of the legislative session, presumptive Speaker Dade Phelan has created a committee to review House rule change proposals.

This committee, like his first ad hoc committee, is a 50/50 split on party lines. The current composition of the legislature is nearer 60/40.

Additionally, it will be interesting to track the power amassed by certain members in the Phelan regime.

Joe Moody was Speaker Pro Tem in 2019. Following the legislative session, now disgraced Speaker Dennis Bonnen said Texas would be “very blessed” if Moody were Speaker of the House.

Moody was briefly a Speaker candidate in November 2020 before the Democrats flamed out in the general election, failing to flip the House or gain a single seat.

Todd Hunter is formerly a Democrat and has been closely linked to trial lawyers.
